China’s Belt and Road Initiative: What Role for Latin America?

Latin America could possibly attract more state-backed finance from China as a result of BRI linkages, but the region has already received approximately $140 billion in disbursements since 2005, according to the Inter-American Dialogue’s China–Latin America Finance Database. And while countries such as Argentina and Brazil might benefit from new infrastructure financing (e.g., Macri and Xi reportedly signed $17 billion worth of deals in May 2017), the debts incurred by LAC’s major Chinese loan recipients are already staggering.

While economic globalization has been expanding since the emergence of trans-national trade, it has grown at an increased rate due improvements in the efficiency of long distance transportation, advances in telecommunication, the importance of information rather than physical capital in the modern economy, and by developments in science and technology.[4] The rate of globalization has also increased under the framework of the General Agreement on Tariffs and Trade and the World Trade Organization, in which countries gradually cut down trade barriers and opened up their current accounts and capital accounts.[4] This recent boom has been largely supported by developed economies integrating with developing countries through foreign direct investment, lowering costs of doing business, the reduction of trade barriers, and in many cases cross-border migration.

In countries like the U.S., multi-satellite constellations are used for things such as surveillance and Global Positioning Systems. I do not think it is a coincidence that China is developing its own independent multi-satellite constellations precisely at a time when they are trying to build and establish new maritime/land trading routes and oil pipelines via the One Belt One Road initiative (effectively trying to re-shape global international trade).

In any case, many of China’s proposed infrastructure projects in LAC already resemble BRI initiatives. Though delayed in some cases, projects such as the Montero Bulo Bulo Railway in Bolivia, the Bi-Oceanic Railway in Peru and Brazil, the Belgrano Cargas Railway in Argentina, and the trans-Pacific fiber optic cable in Chile would appear to achieve the sorts of infrastructure linkages promoted within the BRI’s stated “five links” (wutong), regardless of the region’s formal inclusion in the initiative. The remaining four links (policy coordination, trade facilitation, financial integration, and cultural and social exchange) are also already being carried out through investments and diplomatic initiatives.

The promise of Industry 4.0 is pretty significant. In case you’re not familiar with it, Industry 4.0 is essentially the next industrial revolution driven by advances in the Internet of Things (IoT), automation, augmented and virtual reality and 3D printing. There might be more to Industry 4.0, but this captures the biggest parts of it.
