In 1998, China announced its “go out” or “go global” policy aimed at encouraging its enterprises to invest overseas. In 2013 this policy was reinforced with China’s introduction of its One Belt, One Road (OBOR) or “Belt & Road” initiative, which seeks to enhance development and trade routes in the region, connecting China with other countries along the ancient Silk road and a new Maritime Silk Road. Significant international anxiety has been expressed about China’s global ambitions generally, and as it pertains to Africa in particular, with some calling China’s OBOR initiative “neo-colonial” and raising concerns about China’s investments in Africa serving as a possible “debt trap.” On the other hand, China’s general policy of non-interference has led African leaders to describe China’s partnership with African countries as a “win-win.”

Below we examine recent trends related to China’s activity in Africa, including China’s 2018 FOCAC pledge of US$60 billion in financing, recent commitments made at the BRICS Summit, and China’s increasing foreign direct investment (FDI) on the continent.

BRI is a road to peace

Quite aware that the United States in opposed to the megaproject and is provoking other countries not to join it, Chinese officials say the BRI seeks “peace”, “prosperity” and “integrity” for all. 

China is inviting nations to “set aside prejudices” and “revive the ancient history”.

The ancient history refers to the Silk Road.

Ji Bingxuan, vice chairman of the NPC Standing Committee, even believes that the BRI sets the stage for promoting global friendship, saying, “BRI will build the road to peace.”

In general, when the BRI project is fully implemented it makes the world safer as the economies of the countries along the Belt and Road will serve as complementary to each other.

Blockchain, Wechat and internet courts in China: evidence 4.0?

Blockchain allowed as evidence

The revolution in China with regard to the internet is going so fast that now blockchain has changed the rules with regard to the notarization of evidence in China. 

For the first time ever, a court in China, the Hangzhou Internet Court has allowed blockchain as evidence in a copyright infringement case without notarization. This happened on 27 June 2018. 

After this case, the SPC, last month came with a judicial interpretation for the internet courts, in which it stated that blockchain evidence does not need to be notarized anymore:

"If the electronic data submitted by the parties can be proved to be authentic by means of electronic signature, trusted timestamp, hash value verification, blockchain and other technical means of evidence collection, fixation and tamper-proof, or authenticated by electronic forensics and deposit platform, the Internet court shall confirm the authenticity."

Robotics & Geopolitics: Copying China’s Facial Recognition Model; Rethinking Industry 4.0

Australian schools could soon have facial recognition, with one firm offering software to track and locate students. Meanwhile, future jaywalkers could be caught on camera and identified with facial recognition software.

If all of this sounds familiar, it’s because this all eerily similar to what’s taking place in China. From catching criminals and automating check in at airports to tracking students at schools, China is already doing all of this. What’s taking place in Australia is a sign of a shift in geopolitics.

As relations tighten, Australia appears to be copying China’s model when it comes to AI applications. This is an example of the world no longer following the U.S. lead in technology.
